Joel came to Ramsey street looking for some accomadation while he stayed in Erinsborough for a couple of weeks. He arrived on the Kennedy's doorstep totally unexpected. Joel is a friend of Mal's and met Mal over in England while he was over there for a triathlon. Mal told Joel that he could stay with his family in Erinsborough and that he would phone ahead and tell them to expect him. Well Mal didn't phone ahead or write a letter.
All the girls of Ramsey street took an instantly liking into Joel because of his athletic look and personality charms. Libby took a liking in Joel and Amy sure found him attractive. Amy and Lance broke up over Joel. Joel took a liking into Anne and asked Billy of his opinion of him and Anne going out.
Joel started swimming down at the local pool with Billy and Caitlin and was a long term friend of Simon, the swimming coach. He is helping Simon by running some swimmers through some cross training.
